Overview

In her robust cross-border practice, Baile (Bailey) Xie, Ph.D., works with clients in the U.S. and around the world to build and manage strategic global patent portfolios for innovations in the telecommunications, blockchain, artificial intelligence (AI)/machine learning, financial technology (FinTech), data privacy and security, semiconductor, and oil and gas spaces.

Bailey's doctoral study focused on wireless communications and signal processing, together with extensive research experience in AI and wearable medical/healthcare/fitness devices. As a patent prosecutor, she uses this expertise to harvest patentable innovations and develop robust patent portfolios for numerous clients in the telecommunications, FinTech, semiconductor, and oil and gas industries. She advises her clients on international patent protection and supports them in patent portfolio licensing and monetization. 

Bailey also maintains a strong post-grant practice, using her technical background and patent prosecution experience to both challenge patents as a petitioner and defend patents on behalf of patent owners before the Patent Trial and Appeals Board. She has worked on dozens of high-stakes inter partes review matters that involve standard essential patents, as well as various post-grant matters in other technical areas.

Among her professional achievements, Bailey has been a key member of a Fish team that turned a China-based FinTech company into the largest holder of blockchain patents in the world. As an essential Fish team member for one of the world’s largest telecommunications corporations, Bailey has routinely been entrusted with high-value cases related to telecommunication standards including 5G and 4G. A native Mandarin speaker, Bailey often works across borders and enjoys the opportunities that travel affords to familiarize herself with her clients. She values the opportunity to work closely with inventors and in-house counsels to share knowledge, learn, and align her services with her clients’ needs.

When she is not practicing law, Bailey enjoys traveling and other adventures that enable her to explore new places, especially new restaurants and coffee shops.
