How much funding is available for the RUS Program?

$2.5 billion has been appropriated for the RUS for grants, and to make loans and loan guarantees for the RUS Program. The funding expands the existing RUS loan and loan guarantee program.

Who is eligible for RUS Program funding?

According to existing RUS regulations for broadband grants, an applicant must have the legal authority to own and operate the broadband facilities as proposed in its application, to enter into contracts and to otherwise comply with applicable federal statutes and regulations. Other eligibility requirements may apply.

Are there any minimum requirements for a project to be eligible for RUS funding?

At least 75% of the area to be served by a project receiving funds from such grant, loans or loan guarantee must be in a rural area without sufficient access to high speed broadband service to facilitate rural economic developments.

Will priority be given to any specific types of projects under the RUS Program?

Priority will be given to the following projects/project applications:

  • For broadband systems that will deliver end users a choice of more than one service provider
  • That provide service to the highest proportion of rural residents that do not have access to broadband service
  • Which include former RUS program borrowers
  • That demonstrate that, if approved, all project elements will be fully funded
  • That can be completed if the requested funds are provided
  • That can begin promptly after approval

Can a project that is funded by the RUS Program also receive funding via the NTIA Program?

No.
