On February 19, 2013, an agreement on the European Union legislative package that will create a Unitary Patent and a Unified Patent Court was signed by 24 of the 27 EU member states. The surprise was that Italy—which had previously opposed the package—signed. Bulgaria, Poland and Spain did not sign, but Bulgaria is expected to sign soon.Both that Unified Patent Court Agreement (treaty) and the Unitary Patent regulations, which already have been approved by the EU Council and Parliament, will take effect approximately three months after ratification of the agreement by 13 EU member states, including France, Germany and the United Kingdom.
